If you are creating a new Google Voice number, you select the area code for the number without paying the $20 port in fee. Minimum activity rules apply and a $20 fee to port out applies to move the number.
Porting in a number guarantees your preferred number for a $20 fee. Ports are accepted for US mobile numbers.
When installing the GV app, change the setting to prefer WiFi and data for the calls to prevent the app from using the cell number to place the calls especially on international trips.
