Op-ups go by elite level. Theoretically they go by fare paid within a level, but that's not consistently applied. Even if it is, an EXP on an award ticket would trump all the PLTs and below on the flight.

Award tickets are, as previously posted, not upgradeable otherwise. AA wants you to burn enough miles for where you want to sit.
