Yeah, for cash fares I've had 100% success booking TATL in Latitude and in PE-Flex and then instant-upgrading those to Business class. We have several such trips booked across the pond (and back) for 2025.
Haven't tried it yet for TPAC though, nor for reward flights.
Recently booked latitude to FCO in May, upgrades available and confirmed right away on all four legs, CAD 3500 after a 25% discount. Also a Latitude from Sweden to YYC and back to PRG, which happened to come up in B at a reasonable price, about CAD 3800, and with upgrade available on all AC legs, and confirmed right away. If I search again, now prices in a lower bin with no upgrades. That origin and destination countries differ did not seem to matter in this particular case.
Booked to ICN in September, and TPE late December. No upgrades shown available in either case, so I ended up buying P fares. Not too cheap, alas, 5800 for ICN. Over 6k for TPE after a 10% discount and I had to compromise on dates (also because I was looking for an Aeroplan reward for my wife) - if I can't change them I may give up on a conference in the US that I have been attending regularly for over 20 year; but then again, not sure if I still want to support US conferences and organizations, especially with military/govt flavor.
