I'm on Android in Europe and I tried searching for "tabelog" on the Play store, but nothing showed up. However when searching for "食べログ" it pops up with a distinct message with the tabelog icon and "Looking for 食べログ-「おいしいお店」が見つかるグルメアプ... This app isn't available on Google Play in your region." so it seems geoblocked unfortunately...
Personally I have only been using the Tabelog web version, I did not even know a application existed.
