There should be guidelines for stewardesses as to how often they should go through the cabin, check in with passengers who are awake if they need something and a general no phone policy while on duty. Employees won't opt to be productive if they can get away with not being productive.
I am sure there are rules, regulations, and specified service flows on all airlines. The question is whether there is any monitoring and follow-up.
Crew disappearing entirely between meal services is something I have seen on a number of airlines, airlines where I have also had excellent services. It really comes down to the Purser/CSD/ISM/whatever the airline calls it to make sure that their team is performing the routines rather than just disappearing. You see it in most job areas though, some perform well, some are just there for the minimum.
