In other more sensible countries/regions where the rights of consumers are properly protected there is a clear and significant difference in terms of compensation between something that is within an airlines control (e.g. mechanical, flight crew availability, knock on delays, ground services) and outside of the airlines control (e.g. weather, ATC, diversions due to safety of aircraft).
So knowing the exact reason for the delay and having that documented can significantly affect compensation.
