If its really a hard 14 hours policy then SFO-TPE should not get PJs either, but its never an issue on that flight. Only the return TPE-SFO has inconsistent handling of PJs.
I did noticed some passengers in the front part of the Polaris cabin were wearing PJs but assumed they brought they own. Who knows.

ORD-HND had pajamas a week ago.
So the official 14+ rule wasn't really that long-lived, and like you mentioned, it was never really enforced 100% of the time anyway.
IIRC, I only ever got told "Sorry, only for 14+ flights." once in all my USA-Asia travels in that "no-PJs-below-14hours" period.
