Yet a 93 code originates from the bank end, not the merchant end. WM should have nothing to do with the denial of service, since they are not the bank or processor.
To test this, one could bring 2 BHN cards and 2 InComm cards and buy a MO with the former and then try and buy the second MO from the latter. If WM is not the culprit, then the second MO will go through since one is using a different processor and bank.
Hopefully, someone out there has the requirements for such a test, different cards from both processors and different banks.
