I know for a fact that - at least for me and for my location - the problem is not a swipe limit, but rather a velocity limit, i.e. a max of only two swipes allowed in a span of X amount of time. Just a few minutes ago I did a successful 2x200 transaction at my WMNM, immediately followed by another attempted 2x200 transaction where all swipes were rejected with the Code 93. So if you're next in line behind someone buying a MO (or doing a Discover load) where they do two swipes then you're hosed, at least for an unspecified amount of time.
