After a flight search, you will be asked to provide the traveler's name and details. There is no requirement you need to be traveling.
One caution, once ticketed, the ticket belongs to the traveler. If the traveler cancels the ticket, the traveler, not the purchaser, gets the future flight credit (FFC).
