It's weird that this is so flight-dependent, when I took TPE-SFO last week (about a 12 hour flight) the FA walked down the aisles in Polaris and proactively offered PJs to everyone (to my pleasant surprise; it wasn't clear to me where things stood on the 14 hour rule).
