It's the person in front of him reclining into his space that he cares about. He didn't mention anything about cutting into the space of the person behind him.

For me, as long as the person reclines slowly and doesn't just slam the seat into reverse, I have no problem with the person in front of me using the full recline. Reclining is part of what you pay for.
