No rooms in the Spa Tower have a fountain view, no matter how high up. I think that the hike through the conservatory is almost as bad as the one through the casino.

The thing to do is to get a suite on or above the 29th floor. Then you can take the secret unmarked elevator just off the front lobby and you only have to navigate a very short distance through the casino.
