Help with a missed connection in Phoenix

I am hoping for some help here if possible please.
I recently had a missed connection in Phoenix on a ticket from Dublin to Tuscon. The reason was that BA 289 (14:30 LHR-PHX) on the 4th Feb arrived Phoenix over 90 mins late and not leaving enough time for the connection to Tuscon . To be fair BA had arranged a hotel and new ticket connection on on a morning flight on arrival at PHX.
The reason given from the start for the late 289 was late inbound aircraft (Not aware from where) - the pilot had clarified the reasons for delay pre departure saying that there was a late inbound aircraft so they had got a replacement out of service but as it was being moved across to stand the tug had broken down causing the delay.
I asked for compensation under EU/UK261 but this has been turned down as BA say that only 54 minutes were payable with the following explanation -
Flight BA0289 on 04 February was 85 minutes delayed on departure. It lost 18 minutes in the air which is not payable.
The breakdown for the 85 minutes is as follows:
• 54 minutes payable due to ground equipment failure.
• 31 mins not payable due to mandatory security checks at London Heathrow.
Do o i need to just suck it up that despite arriving nearly 12 hours late into Tuscon there will be no compensation ?
