Vouchers issued on the spot for EC261 reasons are usually refundable as legally you are allowed to have cash instead of a voucher, but obviously if converted into cash, then it is based on the amount set in the regulation. This makes it easy for the agents on the ground to issue the voucher, but if the passenger then decide they would rather have cash, it's not an issue and they are not deprived of their rights.
I've had that happened personally when I was IDB from a flight.
