I'll just add a recent datapoint that the pre-paid/fixed-fare taxi from AICM to "Zona A" (Colonia Condesa, in my case) appears to have risen to MXN640 now (at least at the T1 Sitio 300 booth), which I found to be very expensive value on a relative basis (compared to most other things in CDMX).
UberBlack for comparison was approximately half that fare; I used Uber to return to the airport with no issues at drop-off (again, paying ~MXN330 for UberBlack) but have also anecdotally heard other visitors getting picked up by Uber unhassled at Gates 7/8 at the far end of T1.
Desperate Uber drivers will still pickup from the airport. Many will cancel. The DRIVER is the one who gets fined if caught by a deligent national guard member. And again catching Uber to the airport has never been a problem, it's only leaving.
This is pretty much in many Mexican airports, because they are operated by the military and the official taxi companies have priority to operate there.
But there's several ways to circumvent the rules, and some people do, drivers and passengers alike.
