Additional charges "may" apply for changes "in addition to any fare rules listed". The fare rules say it's not changeable so therefore there won't be any additional charges in any scenario since it's not changeable. Nothing here suggests the fare is changeable at all.

This endorsement field simply says:
1. Non-refundable
2. No value (i.e. the ticket has no value)
3. No change is allowed
There is no condition here.
Cancel reservations before the scheduled departure time or TICKET HAS NO VALUE.
This is saying "If you don't cancel the reservations before departure, the ticket has no value". The equivalent is "If the ticket has value, you do cancel the reservations before departure". However, as the endorsement states "0VALU", the ticket has no value. So #3 still holds (because the condition is false, making the statement not not true).
I agree they can do better at making these more clear tho
