You should be able to clear into Airside at Terminal A with the SQ boarding pass, then take the Terminal Transfer Bus over to Terminal C. From what I recall, they don't check / scan boarding passes for the transfer bus.
Even if they do, much better chance of being allowed to make the transfer if you tell them you are going to the lounge there.

Not sure that the bus will take you to the right section of Terminal B for the SQ flight, so you may have to leave airside, take the Airtrain over, then clear TSA again at Terminal B.
Would need to be a pretty long layover to make it worthwhile.
