What's weird is there's actual availability on PE on the same flight...
Give oro and see what they say....btw IB rules say a downgrade allows a free change of dates/time, you said your dates can't be changed but if the other flight (confirms to) have PE you can change. Or fly Y at a v. good price.
Last time this happened, on a ticket I booked for my status-less P2, I told them I can claim 75% or they can open up U space, J was not near full (despite the J also downszied) so it's a win-win for all.
