They still do have that lounge, at least in the west tower, with great view for airplane takeoff/landing.
They only open during the afternoon tea time (I know they close at 4:30PM. I know they open after breakfast is closed, but don't know the exact time).
I don't know about the east tower, as globalists essentially never get placed in east tower in this hotel.
