I am a pilot (in NZ). If someone is qualified on type and holds the appropriate license for their national regulating authority, and has met the minimum flying currency requirements, then all that remains it is up to companies to determine policies and SOPs around who is the Pilot Flying (ie handling) and Pilot Monitoring (is supporting) for various conditions.
This might, for example, include having minimum experience limits for specific weather conditions if acting as PF.
And ultimately, that aircraft Captain can/should exercise their judgement to act as PF even if the other pilot otherwise meets minimum requirements.
