This may be why some people can buy up to ten cards and still get the same discount with one purchase. Of course, everyone here realizes that once you surpass $1000, the store should be asking for your ID in order to file a SAR.
I have no desire to give them my DL so my purchases are always 4 cards only

It's not a SAR. It's really not even beyond that actual store. You can (as of a year ago) go to one OD and then drive across town to the other and max it out there too, although I wouldn't unless I was on a SUB strict deadline for that day. They just don't want someone coming in and buying more than $3k in any one visit. I've been told the information in their system expires at the close of business (I'm sure someone in IT could break that down who knows OD's rules) hence you can come in the net day, but it's nothing to do with a banking SAR unless there's something I don't know about. CVS does this for any gift card purchase $500 and above. The reality is that most OD stores aren't really equipped nor do they care enough to let someone do the max amount ($3,000). Took me a few trips to smooth that over but when they realize it consolidated visits and that that improves their life, it works out. In my decade of doing OSS, both Staples and OD employees who have mentioned fraud, have always stated Amazon GC's were much more the culprit than any Visa or MC, go figure (my guess is the international use of AMZN vs the USA only for the V/MC). The packaging on the Everywhere cards is more intense than V/MC, and of course they have a very limited amount of places you can use versus V/MC.
To your point, I didn't know it pro rated on 4x200, so this is news to me, I was doing increments of $600 (3) the past year.
