1) For the past several years, paying in cash could represent a 50%+ savings. That is now in the 10% range for non-Argentine plastic forms of payment.
2) Drivers may be more likely to pick up a cash fare. I don't know exactly how the logistics work (i.e.,probably Cabify pulls the "Cabify" part of the driver's cash fares from the gross payment to the driver from CC fares, etc) but that's "what I've heard" from semi-reliable sources.
