Even then, the airside bus seemed to be so poorly run as to be useless.

I'm surprised it's still around, TBH. Either make it a continuous loop (eg a 10 minute wait at most then 5-7 minutes driving) or scrap it.
You would think airport vendors in T5 (sales increase so rent increase) + TSA savings would more than pay for buses that run almost continuously in a loop.
