If so, do LATAM Airlines flights earn only award or both award and tier miles?

I recently asked RJRC CS ([email protected]) and they answered that LATAM is not a oneworld member and their flights are NOT eligible for earning tier & award miles and therefore will NOT be counted as segment either.
