I totally agree about the seat compliance, it does seem like a misstep. However, the OHCR layout was designed many years before the regulatory requirements were implemented for the ultra long haul flying.

It’s pretty tight up there and I just don’t see a way to change the layout. Not enough space to move or add additional seating without blocking access to the bunks or the emergency escape hatch.
