and it’s not a case of United choosing revenue over giving the upgrade away… they’re choosing WHO they offer the reduced upgrade $$ seat to, while at the same time not offering it to customers who are their ‘better’ customers.

Yes. It’s so frustrating. I suppose UA doesn’t think we book others on the same flight as us and notice the different offers.
No matter what, it’s always a raw deal to elites anyway. Take MEX-IAH. You can easily get $149 upgrades. For a 1K/GS, no benefit. For a General Member, great. No bag fee. No lounge access fee. No seat assignment fee. No early boarding fee. No beer/snack charge. You would crazy not to accept the offer.
