The Avios on the BA Amex are transferred every month. So presumably they mean they work out each month how many TP you’ve earned based on spend and then move it over until you hit the cap.

Another option is how the Finnair card works, if you spend over a certain amount each month you get tier points for that month. It stops you hitting the target in one month and then moving to a different card.
