CTRL means the ticket coupon's control has been passed to the operating carrier. AA can take the control back if needed, but otherwise the operating carrier is free to prepare you for check-in if needed. In most cases, the ticket coupon immediately changes from OPEN to CTRL upon ticket issuance, for flights not operated by the carrier that issues your tickets, but there are exceptions, and it depends on the individual agreements between airlines.
