I saw similar when looking for hotels in Paris during the Olympics in 2024. They did because they thought they could. Then, closer to the dates when they realised they weren't selling out, the prices came down and the flexibility re-appeared.

However I suspect it's due to some large event around that time - maybe Milan Fashion Week?
