LH - Maximum [Hotel] liability in case of delays?

Last weekend I was due to fly MUC-SIN on LH790. The plane had a technical issue, so we were moved in a different plane, but ground staff were not able to refuel on time, which meant we broke the (already extended) curfew.
We were deplaned at 1:00 AM and told by the gate staff to book our hotels and submit our expenses and that the flight will take off at 11:00 AM.
I (and at least 50 other pax) booked the Hilton outside terminal 2, and the rate was 250€.
Upon arriving in SIN, 13 hours later, I submitted the EU261 claim and the hotel claim. They responded very fast offering the 600€, plus 150€ for the hotel, which they claim it’s their “maximum liability”. I argued that a limit was never mentioned to us when we were told to book the hotel, and that the Hilton rate included breakfast and its proximity to the terminal meant no extra expenses for transportation. Their response was 90% identical to the first email, but the 10% mentioned that the 150€ is their full liability for the delay, including hotel, food and transportation.
I don’t have a lot of experience with LH, is the 150€ cap true? Should I take the situation to the ODR?

thanks
