Amtrak does scan or otherwise tabulate tickets at central locations because they need the information for ridership statistics, which they keep from counts rather than estimates like some transit operators.

You can turn in a ticket without riding (and hope that the ticket ends up in a pouch). I've done this ("this ticket didn't get collected"). Usually, of course, I do ride.
