A part of me wishes this was true (corporate J and occasional F flyer) so the cabins wouldn't so consistently go out 100%, but it isn't - since C19 anecdotally I've noticed a significant reduction in premium traffic and a corresponding increase in op-ups. Case in point - LAX - it's not uncommon to see flights with Y and W sold out days before but F6A6 and J9-I9. Inevitably, hours before the flight everything is zeroed out and the flight goes out full.
It has also been the case. Incentivise to buy J, if not, they’d rather give them out for free / staff
