Yeah. I've never haggled or heard of people haggling on a taxi. There are certainly discounts that can be had if you called one up using a special phone number but not haggling.

Though on the topic of metered taxis via Uber, a friend of mine did get screwed by a taxi driver overcharging him via the app. Make sure you confirm that the driver input the correct amount before you get off.
