AC is selling that as a multi-city booking. I guess it's technically legal if, for eample, OP could need to meet someone at YVR for a meeting.

Also, is the burden of cabotage rules on the airline or the pasenger?


Edit: Was even able to purchase the SEA-YVR segement in economy to save a few hundred dollars, but like I said... not cheap.
