Heating pads use about 50 watts, and an airplane power socket will usually limit itself to 75 watts, so it should work. I don't know if airplane power sockets output 60 Hz or 400 Hz, which is more typical for an airplane. I think they're 60 Hz. I think heating pads generally will have arc protection, so if something gets frayed and it shorts, it will cut off the power. Overall my educated guess is that it's perfectly safe for airplane use and will work, but airlines will probably not be pleased if you're using it.
