This has been my experience. I had it once onboard when someone else traveling with a spouse in AF PE had an INOP seat, so they reseated me in J, and once at the gate in ATL when I had a missed connection to AF and they put me in KL WBC. On the other hand, I've had some success paying (many) miles for upgrades, or outright cash.
In short, don't count on it.
