Yes, you'll see the same roughly 1.2 to 1.3 cpm numbers systemwide. There are cheaper Delta One awards, but they almost always go hand-in-hand with good cash prices.
There used to be some loopholes if your origin and destination were outside of the US, but I'm not sure if there are any of those left.
There's really not much for anything to or from the US/Canada as DL has largely aligned awards with revenue fare filings on these routes. Routes that don't touch US/Canada mostly still have fixed level awards as DL does not have any fare filings on them. They may have some different mileage amounts based on advance purchase. Typically, 3 levels based on 60 day, 21 day, and no advance purchase.
