I do not agree or disagree, I simply do not care what they say. That is immaterial here. What’s important for me is how the changes affect me and my travel needs. I don’t have time nor a need to be thinking whether people actually asked for the changes or whether the new system will be simpler in order to process the news. I don’t find the new system difficult at all, but yes the current, distance based one, is simpler.
