There are 2 transit desks clearly indicated in each of T1, T2, and T3, but none in T4.
Without a boarding pass, I would try to show my itinerary when boarding the airside bus and see if that is accepted.
If not, as you said, lots of time to clear immigration and transfer landside.
There are transit desks at T4. Just beyond transit security. I know they can issue T4 airline boarding passes there but im unsure if they can issue T1/2/3 boarding passes.

this document, CX has interline agreements with TK. If you could get them to through check a bag from CX to TK in HKG, maybe a boarding pass will spit out from CX's end for the TK flight in CX cardstock?

As a courtesy, Cathay Pacific will through-check you and your bags to your final destination if you are travelling on separate tickets involving connections with our interline partners. However, through-check may not be possible on your return journey if it begins with an airline that does not provide a separate ticket through-check service.

It will depend upon the protocols TK have in place with the airport, if you want to do that I'd check with the boarding pass ticketing agent. Although there are many anecdotes on these boards of folk entering non-departure terminals with the carrier they were on, it doesn't work with all airlines at all terminals with all manifestations of electronic / physical / home printed boarding cards.
You can enter airside to any terminal with a valid boarding pass. I've done check in at T4 and entered through T1 before. Just make sure you have enough time to finally travel back to the terminal your flight will depart from.
