Cool. This whole thing started with the other thread on the EVA forum for a codeshare revenue ticket. Then someone said he had an AC Standard Economy booking YYZ-TPE and had to pay: https://www.flyertalk.com/forum/36863317-post5.html

Then I was at the airport and asked a BR agent who said AC X bookings included no bag... She said to call them and ask them to expand the Allowance section of the eTicket to confirm. Could it be the "2" became "0" when it got to BR due to some programming problem?

The only other difference from this case is the guy's trip originated in YYZ.
