There is no ability to push a code 70 at SCO. At least, I have not seen one, but maybe others can chime in on this. Loading a regular One card has to be at a cash register with a signed in cashier to do it, as far as I know.
A cashier has to do this, either at a check-out line or at a CSC. BTW, all cashiers who have the experience have the capability of loading debit cards. It is the policy of the particular store whether they are permitted to do it at a regular check out line.
I believe
SailorJoe did try to stay under the radar doing about $1000/mo and got shuttered in about 8 months. And that was early in the game. Costal Bank had gotten lots of experience with MSing activities and probably has better algorithms to root out such behavior nowadays.
And remember that DPs appear to indicate that banning is permanent.
