If you wanted to use credit card PQPs alone to achieve the 12,000 PQPs for Premier Gold/*G. you would have to charge $180K on the United Club Infinite Card.

No, United (UA) is charging cardholders zero for the MileagePlus Premier Gold membership obtained through the United Club Infinite Visa Card via the Premier Qualifying Points (PQP) rebate from spending $180k on the card.

When you spend that $180k during the course of a calendar year, you pay for whatever goods or services (or, hint, manufactured spending) you use the United Club card for. You are not paying United anything (as UA gets something back from the bank). You earn 1 PQP for every $15 spent on the United Club personal card. The annual fee is $525.

I formerly paid my living expenses, rent, law school tuition, and a very large IRS 4th Quarter Estimated Tax payment (all of which was refunded in two to four months) on a UA Visa card.

If one can figure out a way to put $180k on a credit card during one calendar year, it makes sense to get started as early as possible in the year to maximize the time available to achieve the spend.

As stated upthread, this would need to be done every year, but if one earns PQP from flying -- even the minimum 4 UA segments -- the credit card spend can be reduced accordingly.
