For the VGC's BHN 435880 from Staples I have never had an issue with loading $99 that wasn't my own doing. (Not being clear to split each payment, reusing a card that had insufficient funds, reached Discover velocity load limits or assuming the clerk read my mind and did the second load at $99 etc). I load thousands of dollars on two Discover cards each month, there are so many factors that can happen, you can't just assume that it is the clerk that is making the error or intentionally failing your card load.
