You put those words in quotes, but you don't actually look to be quoting any rules. You seem to have basically made it up. There's no exception for access to Skyteam lounges for First Class travel between US and the Caribbean for STE+ passengers. DL Sky Clubs still provide access to DL STE+ with international DL First Class cabin tickets, but here again, flights between US and the Caribbean are excluded.
