What I can say is that immigration is exceptionally fast in Singapore, do you landing card in advance and there is rarely more than two, maximum three folk ahead of you at the e-gates - depending on the gate can be through in ten minutes from disembarking. Equally immigration going airside is quick and painless.
What I don't know about is ground transport land side from T4 to the other terminals. Possibly there are others that can assist.
You'll have time to wander around the Jewell landside, well worth a look. If you fancy a Singapore food court experience, you can eat in the staff canteen (they charge travelers a bit more than staff), its accessed from the T1 check in area. Mrs M putting dinner on the table, I'll come back with an edit to add more.
Ha, last time I was in Singapore (in October of last year) I mistakenly didn’t fill out my e-landing card and tried the egates which led to some hilarious but time consuming hijinks with the Singaporean immigration officers. But nonetheless, this time I will and I’m sure it will be fast. And indeed the staff canteen is a literal jewel, no pun intended. My hope is to try the (relatively) new SG silverkris lounge in T3 before moseying over to T1. But from what it sounds like, even having to go through immigration I should still have enough time for some lounge time and maybe even some landside jewel time too. There are 2 transit desks clearly indicated in each of T1, T2, and T3, but none in T4.
Without a boarding pass, I would try to show my itinerary when boarding the airside bus and see if that is accepted.
If not, as you said, lots of time to clear immigration and transfer landside.
Indeed, looking at the map on changi’s website I do see that. I think honestly rather than push my luck, I’ll just go landside. The CX flight has been historically early and hopefully the landside shuttle bus will be running frequently without much delays.
One more question though. I should be able to get airside at T3 even if my flights departing T1, correct?
