Currently first base is Bronze, twice that is Silver and five times that is Gold. So the key thing IMHO is setting the base for Bronze and then keeping the same multipliers.
On that basis I would propose 3,000, 6,000 and 15,000. And I would base it on the fare paid, no deductions for 'random stuff' it has to be kept simple!
