Are you a resident in the US?
If not then you will not be accepted.
If you are then a Drivers License is the best form of ID. Otherwise a utility bill would also be accepted.
Since you don't need to be a resident to buy a cell phone the statement probably is not acceptable especially for a pre-paid burner phone.
