I had always thought when two airlines have interline agreement in place, transferring bags between the two airlines should not been an issue regardless the two airlines belong to the same alliance or have codeshare or marketing agreement etc.
On a single ticket, it's automatic. On separate tickets, UA's official policy is that they will only interline to *A partners. They then routinely waive this for 1K/GS members, and maybe occasionally for others.
