This looks up setup if the airport check-in has a self-tagging setup (e.g., SFO domestic) - The "2" in the icon indicates that this is step 2 of the process. What might be confusing is if there are no kiosks at the counter, one may have to backtrack to the freestanding kiosks to generate a tag (this happened to me in PHX, where UA agents were busy chatting at the kiosks and not behind the counter, and the baggage agent can't access the system to generate a tag).

An obvious effort to drive self-service. At ORD these days, there's generally one, maybe two active Premier Access check-in positions staffed with agents. The rest of it are people who are just there to put bags on the belt after you've self-tagged them.
